Abstract Text:While the rural population in West Texas declines, the need for a partnership has increased. In West Texas, increasing enrollments in some urban areas and budgetary strains or decreased enrollment in rural areas caused a need for sharing of personnel and course offerings between districts and other educational entities. Cooperative efforts to train faculty and provide quality instructor performance provide an opportunity for K-12 school districts, a Junior College and a four-year institution to work together to benefit both students and faculty. Adjusting training to the level and experience of faculty, the methods and tools developed to enhance instructor training and performance for the development of regional partnering will be discussed. By using a combination of WebCT and Interactive Television in the partnership, students gain educational opportunities that might not be available if not through distance learning. Instructors and students who may not have experience with distance learning and WebCT specifically are given opportunities to garner experience and confidence to pursue advanced coursework on the college and university level benefiting the school district, the junior college and the university.
