A-4: Building a Coalition for Multi-Institutional Deployment of WebCT Vista

Detailed Description:The CTDLC assembled the K-20 community to consider a single LMS. This eight month effort resulted in the purchase of one license for WebCT Vista, held by the CTDLC, and used by the 75,000 students in public HE. The collaboration was challenging because Connecticut's public higher education system is composed of three units with no central authority. This presentation will focus on bringing non-aligned systems together to consider and adopt an LMS for use by all.

Abstract Text:This presentation will offer a roadmap for creating a successful statewide partnership around the selection, purchase, and governance of an enterprise level learning management system. Connecticut has successfully completed this journey, bringing its public higher education systems together to purchase a single license for WebCT Vista (not held by any of them), and craft a unified approach to infrastructure, implementation and policies. In the case of Connecticut, those three systems are not centrally governed and have no history of IT collaboration of this magnitude. In addition, the collaboration included K-12, the Independent Colleges, and the state's various agencies. The resulting license is available for use by all these groups. The current group has created rules for governance that will scale for additional members. The presentation will include the key principles for creating and managing such a collaboration including the driving questions, minutes, and press materials. In addition, the audience will be able to ask questions about applying these principles to their situation. Finally, the rules of governance for the collective will also be shared.
