L-16: WebCT and West Virginia: Bridging the Distance With Effective Training
Detailed Description:The West Virginia Department of Health and Human Resources uses WebCT to provide staff training to over 5,000 employees in 55 counties. WebCT allows the dissemination of information in a state where travel often hinders timely training on state and federal changes to policies and procedures.

Abstract Text:A brief history of our involvement with WebCT will be presented, beginning with the genesis of an idea in 2000; finding a willing partner in Marshall University; seeing our involvement with WebCT diminish through a difficult administration change; and how we formed an oversight group named GOLD that has led to literally dozens of courses over many different disciplines. We will then present an overview of our WebCT program as it currently exists, including number of enrollees and courses.

We will then detail the process we developed for creation of courses, from course standards to final approval by the GOLD group. These follow standard educational practices from the requirement of a syllabus to a final graded test to show learning has taken place. We will then demonstrate several different courses available at the time of the conference.

Next, we will discuss some problems we have encountered, from ID and password problems to resistance to use of distance learning by staff unfamiliar with the concept, or those who dread using a computer, or those who resent distance learning and feel it is an attempt to “shortchange” staff by not holding actual training classes.

Finally we will discuss some ideas we have for future courses. Currently we are time-limited in creation of materials that could be used for professional development. We have been using WebCT as a way to get information out on changes to policies and procedures. Finally, we will answer questions as time allows.
